[ImgBot] Optimize images - #1

It covers the currently-public API. There is still discussion over
whether TAB_HEADER and/or _add_tab_header should be public.

Most of the coverage comes from the main test suite, but this covers the
case where the lextab/parsetab does not yet exist and has to be
generated.

Make classproperty and lazyproperty thread-safe

Fix string formatting for minimum_python_version

PLY has some restrictions about only defining one parser per module (no
doubt related to whatever deep magic it's using), so generate a unique
module name each time the test is run.

TST: Set CI in Azure Pipelines

Make Unit and Angle string parsing thread-safe

Make leap-second initialisation thread-safe

It currently fails, because I haven't fixed the issue yet.

- Remove `modules` property that lazily creates the underlying
  `_modules` attribute, in favour of an `__init__` that creates
  `modules` as an attribute.
- Add a lock that is held for all mutations of the object.

Fixes astropy#11220.

It should be possible to test, but added the pragma to avoid codecov
failure for code that I've merely re-indented.

Previously, the distance was ignored, which meant the units of the
proper motions would be wrong:
