Host only tests with shards - flakes #97036

Flake reduction has been mainly focused on devicelab tests, while the shard tests (ones contain many unit/integration tests) are not being tracked actively. This bug tracks different flakes on different shard tests. Data is based Q4 2021 flakes happened from 10/01/2021 to 01/13/2022

GOAL: proactively fix/skip all flaky tests to achieve zero flake on these tests

build_tests
