Updated engine CI emulator to test against Android 17 AVD. This is the most up-to-date AVD found here.

Partially Addresses #189518

This pull request updates the Android Virtual Device dependency version to android_37_google_apis_x64.textpb and updates the avd_cipd_version build ID in the Linux Android Emulator builder configuration. There are no review comments, and I have no feedback to provide.

ci(engine): pin emulator unit tests to the API 36 AVD

Upstream fcd17d4 (flutter#193239) moved ci/android_emulator_debug_x64 from
android_36_google_apis_x64.textpb (build_id:8719362231152674241) to
android_37_google_apis_ps16k_x64.textpb (build_id:8669307410622793521) one
day before this change. This branch is adding
flutter_embedder_native_unittests to that builder and is still chasing
emulator-only Vulkan failures in the framework emulator tasks, which run
on API 36 and API 35. Pinning the engine unit tests back to the API 36
image keeps a new, one-day-old CI image from being a variable while
those are diagnosed.

This deliberately diverges from flutter#193239. It is not a known breakage of
the API 37 image: the existing flutter_shell_native_unittests passed on
it, and flutter_embedder_native_unittests passes 424/424 on the API 37
ps16k AVD locally. It does drop the engine unit tests
