Fixes doc comment references in
dev/bots,dev/devicelab,dev/snippets,dev/tools, anddev/packages_autorollerthat don't resolve in Dart scope.Two comments had inaccurate content, which is also corrected:
interpolateSkeleton(dev/snippets): the comment said theidis only substituted for application samples. Theidis always substituted; it's theserialandappthat depend on the sample type.update_engine_version_test.dart(dev/tools): the comment listedbin/internal/engine.versionas a file written byupdate_engine_version.sh.
