Exempts `AGENTS.md` from requiring CHANGELOG updates and version bumps in package validation, adds `AGENTS.md` as a package support file in repo tooling, and adds `AGENTS.md` to `.pubignore` in `camera_android_camerax`.

## Summary
- **Repository Tooling**:
  - `script/tool/lib/src/common/package_state_utils.dart`: Added `pathComponents.last == 'AGENTS.md'` to `_isDevChange` so developer/agent guidelines in `AGENTS.md` do not trigger missing CHANGELOG or version bump errors.
  - `script/tool/lib/src/common/file_filters.dart`: Added `path.endsWith('/AGENTS.md')` to `isPackageSupportFile`.
  - `script/tool/CHANGELOG.md`: Added changelog entry under `## NEXT`.
- **Package `.pubignore`**:
  - `packages/camera/camera_android_camerax/.pubignore`: Added `AGENTS.md` to prevent publishing agent guidelines to pub.dev.
- **Tests**:
  - Added unit tests in `script/tool/test/common/package_state_utils_test.dart`, `script/tool/test/common/file_filters_test.dart`, and `script/tool/test/validate_command_version_test.dart`.

This PR creates a new repo-level CI command to run the dart fix tests in relevant packages. Before this PR, go_router had its own script to run its dart fix tests, and material_ui and cupertino_ui had dart fix tests that were not being run. After this PR, all of the above are run via the new command.

Part of flutter/flutter#182568

This converts MarkerController and ClusterManagersController to Swift in the `_sdk*` packages.

The remaining Obj-C code will be migrated in a series of follow-up PRs to keep the scope of each PR reasonable for review.

The conversion process was:
- Initial conversion via Gemini, with explicit instruction to keep the structure the same.
- Side-by-side manual review of the old and new versions of the files.
- Manual fixes and improvements.

Fixes flutter/flutter#188397

Initially gen_defaults script and its templates were used to handle JSON tokens. After we fix the token pipeline and make it possible to get M3E tokens, we use Dart constants and re-created the gen_defaults in material_ui. After decoupling, the old gen_defaults will be deprecated soon.

This PR is to:

create a template for M3 AppBar so we can use new script to generate M3 defaults.
move the generated code to generated/ folder so all M3 and M3E generated code will be in the same location.
