Support --[no-]adb-log-filtering CLI option and adds command integration tests

Add command integration tests to verify that the logs command correctly parses the --[no-]adb-log-filtering option and propagates it to the target device.

Fixes: #120711

- Convert AdbLogReader.test from a redirecting factory to a standard factory constructor, allowing default values for optional parameters under sound null safety.
- Add a defensive check for null argResults in findAllTargetDevices before calling boolArg.
